Welcome to Skyfa Topics! Please read the following Skyfa Topics Provisions carefully. All users must abide by the Topics Provisions.

1. Rights and Obligations of Topics User

1.1
Users who agree to Skyfa Topics Provisions and registered at skyfa.com can become Skyfa Topics ("Topics") users with fundamental rights, but users ("Users") must abide by the Topics Provisions ("Topics Provisions").

1.2
Users have the right to issue information in the specified scopes on the boards where they have been given authority.

1.3
Users must strictly abide by the Topics Provisions and announcements by the Topics management issued by Skyfa and they must independently assume the legal responsibility which may emerge in the process of issuing information on the Internet.

1.4
Topics users have the obligation of observing national laws and decrees and the related Topics management regulations.

1.5
Topics users have the obligation of observing network etiquettes.

2. Topics Opinion Regulations

2.1
Users must not issue information that is against basic constitutional principles, a hazard to national security, leaks national secrets, tries to overthrow the government, damages national unification and social order; users must not issue information that damages national honor and interest; users must not issue information that is forbidden by laws and decrees.

2.2
Users must not issue information that instigates ethnic hatred, ethnic discrimination and damages ethnic unity; users must not issue information that damages national religion policies, propagates heretical ideas or superstition.

2.3
Users must not issue information that instigates others to break laws, disseminate rumors, cause public disturbance, damage social stability; users must not issue information concerning pornography, gambling, violence, terror, et cetera.

2.4
Users must not issue information that instigates illegal congregation, illegal associations, illegal parades and strikes, or gatherings together as a mob to cause trouble; users must not issue information that organizes activities in the name of illegal non-governmental bodies.

2.5
Users must not issue any articles bearing personal resentment; users must not issue information that insults or defames others or concerning others' privacy; plagiarism is strictly prohibited; users must not issue information that damages others' legal rights of intellectual property, et cetera.

2.6
It is strictly forbidden to issue information that damages the legal rights of a third party, e.g. (including but not limited to these) virus codes, hacker programs, software deciphering registration information.

2.7
It is prohibited to issue topics and replies that are not related to the Skyfa Topics tenets or to upload irrelevant pictures.

2.8
Malicious posting, such as issuing one same article in many different boards or occupying one same board page with one ID, is prohibited.

2.9
It is prohibited to post many articles with one ID and occupy the board page with one ID.

2.10
It is prohibited to disturb order within the Skyfa Topics. Users must not issue information that harms order within the Skyfa Topics.

2.11
When a user is publishing an article on a board, they should abide by the related regulations of this board other than just the Topics Provisions.

2.12
Any form of advertising is forbidden on the Skyfa Topics without Skyfa's written permission.

3. Topics Management System
Topics Moderators are responsible for daily affairs. Their jobs include:

Responsibility for censoring contents of the whole on-line community.

3.2
Responsibility for guiding the direction of contents and unearthing propaganda.

3.3
Being responsible for problem solving, answering questions, management and supervision in the administered areas according to the on-line community arrangements.

3.4
Being responsible for supervising administered affairs including Skyfa Topics public order maintenance, selection of excellent articles, organizing Topics activities, et cetera.

4. Punishment Against Violation of the Regulations

4.1
Users must promise to receive Skyfa's penalizations and agree to publicize their ID if they violate the regulations. Skyfa has the right to give people related to violations a mandate for supervising and punishing.

4.2
If users violate the Topics Provisions or Skyfa's related regulations, Skyfa has the right to penalize according to the nature and seriousness of the case, subjective conditions and punishments in progress.

4.3
If the user conducts any illegal activities by utilizing the Topics, Skyfa will penalize according to the regulations of 3.2 and reserves the right to investigate the user's legal responsibility.

4.4
Skyfa is not obliged to inform the user before issuing penalties. Skyfa will send the user a notice after penalization but we will not inform the user before or afterwards about the following: deletion of information in violation of the Topics Provisions, Topics credit reductions, Topics grade drops, cutting or stopping of some services (including stopping the user's right to posting).

4.5
The user must promise to accept that the Topics system record can be used as electronic information proof of breaking the law, Topics Provisions or Skyfa's other regulations.

5. Copyright Statement

5.1
Copyright of this Topics's original articles belongs to the author. The copyright of articles pasted from other media belongs to the original author. If an article has a copyright statement then ownership should be determined by this statement.

5.2
Skyfa has the right to use articles published in its Topics for free for other purposes by means of pasting, quoting, translating, extracting, including but not limited to the website and electronic periodicals, excluding those with a copyright statement that removes the rights mentioned above.

5.3
If an article published in this Topics is not the user's original article, the user should have the article author's permission and add "paste" or "reprint" when publishing, observing the original article and media's copyright statement, noting the source and author. The user must independently assume legal responsibility. Disputes caused by the user's behavior must be discussed by the user and the original author.

5.4
Any pasting or quotation of original articles contained in this Topics must meet the regulations below:

(1) Note the source as www.skyfa.com when used in non-commercial, non-profitable or non-advertising purposes.
(2) The author's permission is a must when used in non-commercial, non-profitable or non-advertising purposes, there should be notice of the author's full name, scope of mandate and the source www.skyfa.com.
(3) Any revision or deletion within the article must have the permission of the original author. Please note the author's full name, scope of mandate and the source www.skyfa.com.
(4) If there is the statement "no reprint or no quotation" in the author's copyright statement, take this as the criterion.

6. Statements of Non-responsibility

6.1
Users should read these Topics Provisions with care. If any dispute occurs, users cannot refute by using the excuse of not having read the Topics Provisions carefully.

6.2
The user (including Moderator) only stands for their own point of view when communicating or posting any comments and has nothing to do with the view points held by Skyfa. The user takes sole responsibility for what he/she writes.

6.3
Skyfa is not responsible for any psychological or physical injury or economic disputes and losses that may occur during the course of Topics users' knowing each other and contacts among them.

6.4
Skyfa has the right to delete information without informing the user when we consider it necessary and we do not assume responsibility for the user or a third party.

6.5
If the Topics user issues information that violates laws or harms others' legal rights, the content provider will assume the legal responsibility, Skyfa does not accept any responsibility.

6.6
Skyfa specifically calls for the user's attention that the user promises to agree that Skyfa has the right to change, cut or stop Topics services by means of verbal notice before or afterwards without taking any responsibility for the user or a third party. If it causes loss for a third party, Skyfa does not take responsibility of any form, such as returning payment, paying for the losses or compensation.

7. Appendices

7.1
Skyfa has the right to revise or add Topics Provisions when necessary and we will announce changes and amendments in the Topics headline. If you disagree with the revised and added contents, you may stop using the Skyfa and if you continue to use the Topics then we consider this your agreement with the revised and added contents of the Topics Provisions.

7.2
Skyfa uses announcements on the Skyfa.com webpage, the Topics and system information as the main means of conveying information to users. The announcements go into effect as of the date of publication. In some cases Skyfa might inform you by log in attention, email, common mails or telephone, but we do not have an obligation to inform users on an individual basis.

7.3
Skyfa's related regulations have the same effect as the Topics Provisions and users should together observe this. Skyfa's regulations include but are not limited to user service provisions and those related service provisions, regulations and announcements that could possibly be added.
